‘AI Cold War Is Here’: Are We Ready for the AI Race?

After years at the intersection of business, geopolitics and technology, I see how the DeepSeek release has sparked a vital conversation about the emerging “AI Cold War.” While everyone’s talking about the United States-China rivalry, the reality is far more complex. 

What keeps me up at night isn’t the competition; it’s the digital world fragmenting along geopolitical fault lines.

The “AI Cold War” is already here; the question is how to foster innovation without deepening dangerous divides. Here’s my take:

The US-China dynamic goes beyond just AI capabilities—it’s a battle for who writes the rulebook for our technological future, from Silicon Valley’s open innovation to Beijing’s state-directed AI ambitions. Just this week, we saw this tension escalate with China’s new AI regulations requiring companies to register their large language models, while the US Commerce Department tightened chip export controls.

Europe’s bet on regulation might backfire—yes, the EU AI Act shows leadership, but some argue, by sacrificing entrepreneurship, agility and innovation for safety. The recent agreement on the AI Act’s final text has sparked heated debate, with tech startups warning about potential barriers to innovation. Meanwhile, France and Germany are pushing for a more balanced approach that protects innovation.

Is the UK playing it smart with their AI Safety Institute—positioning themselves as a balanced voice of reason? Their recent partnership announcements with leading AI labs and the successful AI Safety Summit have strengthened their position as a bridge-builder in the global AI landscape.

India is racing against infrastructure challenges—but boasts incredible talent and ambition—Their $1.2 billion AI mission speaks volumes: three Centers of Excellence, world-class compute infrastructure and partnerships with tech giants like Microsoft, Google and NVIDIA. By leveraging their digital public infrastructure and focusing on multilingual AI development, India isn’t just catching up—they’re strategically positioning themselves as a key player in the global AI landscape.

Russia’s isolated drive for AI sovereignty faces constant roadblocks, highlighting the need for global collaboration—while focusing on military AI applications. Recent reports suggest they’re doubling down on AI in defense, despite technological limitations from sanctions.

The UAE leads with AI governance by appointing one of the first Ministers of AI, while Saudi Arabia is making bold strategic investments in AI—both countries are focusing on practical applications that enhance government services and improve lives. The UAE’s recent launch of the Abu Dhabi AI Initiative and Saudi’s $500 million investment in AI startups demonstrate their commitment to shaping the future of AI.

The real challenge: can we keep civilian AI open and collaborative while military AI accelerates, all while addressing ethical uses, governance, privacy and security?

Recent developments highlight the growing complexity:

  • The World Economic Forum’s Global Risks Report 2024 places AI disruption among top global threats
  • Major tech companies are forming new AI safety alliances, recognizing the need for collaborative governance
  • Emerging markets are increasingly asserting their role in AI development, challenging the traditional power dynamics

As we navigate this landscape, three critical questions emerge:

  1. How do we ensure AI benefits reach beyond technological powerhouses to serve global development?
  2. Can we establish international AI safety standards without stifling innovation?
  3. What role should multilateral organizations play in preventing a harmful AI arms race?
