Global Health Care Leader and Advisor Dr. Hala Zaid Joins APCO’s International Advisory Council

DUBAI – December, 9, 2025: APCO is pleased to announce that Dr. Hala Zaid, an internationally recognized health care leader and global health advisor, has joined its International Advisory Council (IAC).
Dr. Zaid brings over 30 years of experience in health care management, sector reform and medical education and is renowned for her transformative leadership as Egypt’s former minister of Health and Population.

As Egypt’s former Minister of Health and Population, Dr. Zaid transformed the country’s health care landscape through bold structural reforms. She established the core institutions that continue to define Egypt’s modern health care ecosystem, including the Egyptian Drug Authority, the Unified Procurement Authority, the Universal Health Insurance Authority, the Egypt Healthcare Authority and the General Authority for Healthcare Accreditation and Regulation. Her pioneering leadership also introduced Egypt’s first Universal Health Insurance System, the first fully integrated model in Africa.
Dr. Zaid is widely recognized for leading Egypt’s groundbreaking hepatitis C elimination campaign, which screened 70 million citizens and treated over 2 million patients, as well as for launching nationwide women’s health programs and Egypt’s first universal health insurance system. Her leadership extends across Africa and the Middle East, having chaired key regional and continental health bodies and shaped policy at the highest levels.
