Congressional Affairs Advisor Mannar N. Hanna Joins APCO As Senior Leader for Government Relations and Lobbying in D.C.

WASHINGTON – April 29, 2025: Mannar N. Hanna, a seasoned policy strategist, government affairs professional and former general counsel to U.S. Senator Tim Scott (R-SC), joined APCO as a senior director of government relations, APCO North America President Kelly Williamson announced today. 

In this role, Hanna will advocate for client interests by engaging with senior policy makers and elected officials and helping clients build relationships and gain access to key decision makers in Washington, D.C. Leveraging his deep experience at the intersection of politics, policy and business, Hanna is known for shaping complex legislative initiatives and driving high-impact strategies that deliver results on Capitol Hill.  

“With a proven track record of advising senior officials, fostering relationships with key stakeholders and successfully lobbying for legislative priorities, Mannar brings critical insight into complex regulatory and legislative frameworks,” Williamson said. “I look forward to working with Mannar to help clients formulate actionable strategies to navigate the evolving political landscape, advocate and lobby for their goals and achieve growth and progress.” 

Prior to joining APCO, Hanna served as the general counsel for Senator Scott—who chairs the U.S. Senate Committee on Banking, Housing, and Urban Affairs, sits on the U.S. Senate Committee on Finance and chairs the National Republican Senatorial Committee. In this role, as a member of the Senator’s senior staff, Hanna helped shape and execute the Senator’s legislative and policy agenda, oversaw a comprehensive policy portfolio, conducted oversight of federal agencies and engaged with senior business executives and advocacy groups to understand legislative priorities, among other key responsibilities. Previously, he worked as a health policy analyst at Blue Cross and Blue Shield of Illinois, Montana, New Mexico, Oklahoma and Texas and served as a law clerk for the South Carolina General Assembly Legislative Council.
