Associate Consultant

Zhaohong Liu is an Associate Consultant in APCO’s Beijing office who supports clients across FMCG, healthcare, and technology with policy analysis, geopolitical and macroeconomic insight, and integrated engagement support. She brings cross-border research expertise and a U.S.–China political economy focus, helping teams deliver timely regulatory intelligence, geopolitical risk analysis, and executive briefs that inform strategy and protect business interests. At APCO, Zhaohong contributes to corporate and public affairs mandates, including issues monitoring, thought leadership development, and government affairs support.

Before joining APCO, Zhaohong interned at the Center for Strategic and International Studies (CSIS) in Washington, D.C., where she supported research on macroeconomic trends, the global political economy, international financial institutions, and the political economy of China. She also held internships at ByteDance in Beijing and the Asia Society Policy Institute in Washington, D.C., experiences that strengthened her policy research, cross-functional collaboration, and stakeholder engagement skills—capabilities she now applies to client work in fast-moving regulatory environments.

Zhaohong holds a master’s degree in international economic policy, with a concentration in international trade and U.S.–China relations, from the Elliott School of International Affairs at The George Washington University. She earned a bachelor’s degree in political science and history of art from Bryn Mawr College. She is fluent in English and Mandarin and speaks conversational German.
