Before joining APCO, Josh co-founded an IT startup in Seoul, where he led business strategy and international communications. He managed cross-border partnerships between South Korea and Europe and oversaw go-to-market planning for a suite of digital platforms and software products. This entrepreneurial experience deepened his understanding of the technology and innovation ecosystem and strengthened his ability to translate complex technical concepts into strategic narratives, skills that now support his work with global clients operating in Korea’s fast-moving policy environment.
In 2024, Josh was invited to speak as a panelist at an AI governance seminar for startups hosted by the South Korean National Assembly, representing an Asian digital startup organization alongside speakers from AWS and Google. He holds a bachelor’s degree in Economics and a master’s degree in Law, and is fluent in both English and Korean.
