Singapore (July 9, 2014) – Steven Liew, former associate general counsel and chief
government relations officer for eBay Inc. Asia Pacific, joined APCO Worldwide
today as executive director, announced Garry Walsh, APCO’s managing director for
Southeast Asia. Based in APCO’s Singapore office, Liew will counsel APCO’s
clients on media relations, corporate communications, crisis management,
competitive positioning and business strategy.

“We are delighted to welcome Steven to APCO and have him in our Singapore
office,” said Walsh. “Steven’s extensive experience in helping some of the
world’s largest technology clients navigate the complex regulatory and financial
environment of international business is an excellent complement to much of
APCO’s work in Southeast Asia. Having worked with Steven for quite some time,
I’m happy to continue working with him at APCO as we continue to grow in
Southeast Asia.”

With eight years of experience at eBay, Liew managed a team of 17 based in
Tokyo, Seoul, Beijing, Shanghai, Delhi, Mumbai, Sydney and Singapore to provide
corporate affairs and government relations support to eBay’s various businesses,
including PayPal. He led the firm’s engagement with key financial regulators,
developed public-private partnerships, managed multiple crises and advocated for
a favorable e-payments regime in the region. While at eBay in 2010, Steven

the biggest names in the Internet industry such as Google, Yahoo, Facebook,
LinkedIn, SalesForce and eBay. He served as chairman of the Coalition in 2012
and 2013.

“I’m looking forward to continuing my career at APCO,” Liew said. “Having
worked with APCO closely as a client, I have always admired the how APCO’s
multifaceted and truly integrated approach helps deliver meaningful results to
clients’ businesses. It will be exciting to help APCO continue to serve these
clients in innovative ways, especially in Southeast Asia, an increasingly
important region for global business as many diverse economies continue to grow
and play a larger role for many multinational corporations.”

Prior to eBay, Liew was Nokia Corporation’s Asia Pacific Brand Protection
Manager and Louis Vuitton Malletier’s Greater China anti-counterfeiting head. In
both roles, Liew developed and implemented intellectual property rights (IPR)
management programs for both companies. Liew previously served as a solicitor at
Baker & McKenzie in Hong Kong before co-founding Markvess Consultants
Limited, a consulting firm in Hong Kong focusing on IPR protection and public
policies in the Greater China region.

“The landscape for international businesses is increasingly complex these
days, especially for an industry as constantly evolving as technology,” said
Scott Friedman, leader of APCO’s technology practice. “Having Steven’s deep
expertise to help clients navigate this complex environment will be of immense
value to APCO and its clients in the technology industry.”

Liew joins a group of accomplished professionals in APCO’s technology
practice in the region including Rameesh Kailasam, senior director based in New Delhi; Ashley Knapp, director based in Singapore; and Bruce Fu,
