
Yomna Kamel is a Senior Director in APCO’s Dubai office, heading the newly established Government Advisory Center. With more than two decades of expertise in strategic communication and media research and analysis, Yomna has played a vital role in shaping government communication practices, advising on policy communication and producing insights to support decision-making.
Yomna holds a PhD in Journalism Studies from Bournemouth University, a master’s in journalism from Cardiff University and a BA in Mass Communication and Political Science from the American University in Cairo (AUC). Fluent in Arabic and English, she has authored numerous scholarly works and spoken at international forums, showcasing her ability to bridge academic insights with practical applications in government communication.
Prior to joining APCO, Yomna served as a senior advisor at the UAE Ministry of Cabinet Affairs, where she was instrumental in designing communication strategies, conducting qualitative social media analyses and advising and training communication and policy teams across more than 50 federal entities and ministries. Her academic and media career includes lecturing in media studies and publishing research on topics such as global and Arab media, citizen journalism and social media. Her experience includes advising on crisis communication during the COVID-19 pandemic, producing in-depth media analysis reports and generating impactful media content for major government events.
