Associate Director, Learning & Development

Mashaal Ahmed has spent more than a decade focused on the growth and development of individuals, teams and organizations. With a background in the public, nonprofit and private sectors, she designs learning experiences that build employee capabilities, drive performance and foster a learning culture. A skilled facilitator and coach, Mashaal also helps teams engage in productive dialogue around strategic planning, brainstorming and teambuilding. She is currently an associate director of global learning and development based in APCO’s Washington, D.C., office.

Prior to joining APCO, Mashaal oversaw the learning, performance and organizational development division for Prince George’s County government in Maryland. She led initiatives to enhance ~6500 employees’ capacity to grow and thrive as public servants. Prior, Mashaal was a senior talent development specialist overseeing and supporting onboarding, training, performance management, mentoring and diversity, equity and inclusion initiatives at the Urban Institute, a nonprofit research organization. Before joining Urban, she oversaw career services, orientation and commencement programs at a higher education nonprofit, The Washington Center for Internships and Academic Seminars. Prior, she was a data analytics manager on the statistical services team at global media measurement company Comscore, Inc.

She also founded a career coaching practice where she helped entry-level to executive clients advance their career goals, resulting in promotions and new jobs. She has been quoted in various outlets, including CareerBuilder, Careers in Government, DailyWorth and Fast Company.

Mashaal holds several industry credentials, including as a Certified Professional in Talent Development, Certified Professional in Training Management, Strategic HR Business Partner, and Certified Diversity Professional. She is also certified in Myers Briggs Step I and Step II. She is a member of the Association for Talent Development (ATD) and its affiliated Washington, D.C., chapter where she actively served as a board member, including as president. She is also a Certified Foresight Practitioner who has presented on strategic foresight principles and practices at ATD and International Association of Facilitators conferences.

Mashaal received a bachelor’s degrees in marketing (management information systems minor) and linguistics (American Sign Language minor) at The University of Texas at Austin. She also received a master’s in management and leadership from Western Governors University.
