As senior director of government relations, Mannar is based in APCO’s Washington office, advising clients on anticipating political shifts, mitigating regulatory risk and turning policy developments into competitive advantage.

Previously, as general counsel to U.S. Senator Tim Scott, Mannar helped lead some of the Senate’s most consequential policy efforts — shaping national strategy across tax reform, domestic policy, economic development, antitrust, technology and homeland security.

His work reflects a deep understanding of Capitol Hill dynamics and a consistent ability to build coalitions, manage reputational risk and drive results.

Mannar earned his Juris Doctor from the University of South Carolina School of Law, where he served as president of the Student Bar Association. He also holds a Bachelor of Business Administration in Finance from Marymount University.

His strong academic background in law and finance enables him to advise clients effectively and efficiently on policy strategy and business impact.
