Project Consultant

Holly Fan is a Project Consultant specializing in research and policy analysis, with a focus on geopolitics and U.S.-China relations. As part of APCO’s Geo-Commerce team in APCO’s New York office, Holly supports clients across a range of sectors by delivering fast-turnaround projects and actionable insights to help them navigate complex geopolitical landscapes. In addition, she contributes to competition and antitrust research and manages activism monitoring and analysis.

Before joining APCO, Holly gained extensive experience in policy research at leading think tanks, technology firms and investment banks. Her work included advising on the U.S. IPO strategy of a major Chinese tech company, contributing to a publication on China’s electric vehicle industry and helping develop a risk model to assess how geopolitical alignment affects countries’ risk exposure.

Holly holds a Bachelor of Laws in International Political Economy from Peking University and a Master of Public Administration in International Finance and Economic Policy from Columbia SIPA. Fluent in Mandarin Chinese and Korean, she is also proficient in technical tools such as Python and the Bloomberg Terminal.
