Bruce Fu has deep knowledge of cybersecurity, geopolitical, and competition-related issues in China. Bruce currently serves as Managing Director, Beijing. At APCO, Bruce provides clients with counsel on government relationship-building, operations management, stakeholder engagement, and market-entry strategy across varied industries.
Prior to joining APCO, Bruce was a business manager at the EU chamber of commerce in China, where he worked closely with the European telecommunications industry by lobbying China’s telecom regulators. He worked closely with ICT working group members on telecom regulatory policies and TBT/standards. Bruce also directly engaged Chinese authorities on antitrust issues related to implementation rules for China’s anti-monopoly law.
Bruce currently serves as chair of the EU chamber of commerce’s government affairs forum. He previously served as vice chair of the chamber’s ICT Working Group between 2013-2021, with involvement in EU-China dialogues and negotiations on key issues such as the Comprehensive Agreement on Investment (CAI).
Bruce holds master’s degrees in European studies and European modern history from the Catholic University of Leuven. He is fluent in English and Chinese and speaks intermediate French.
