Thomas da Silva Rosa brings nearly a decade of experience across Brussels and Washington, D.C. helping companies, coalitions and trade associations navigate complex political and regulatory environments. His work spans policy analysis and positioning, stakeholder engagement, media relations, and cross-border public affairs strategy. Currently based in APCO’s Washington, D.C. office, Thomas advises clients on global public affairs, government relations and strategic communications.

Before relocating to Washington in 2024, Thomas worked in Brussels for over eight years, where he supported companies, trade associations, and industry coalitions with government relations and public affairs strategies. His experience covers a wide range of sectors and issues, including agrifood, health, circular economy, energy, retail, climate policy, manufacturing sustainability and mining and metals.

Thomas holds a master’s degree in European Policy and Public Affairs from Sciences Po Strasbourg and a bachelor’s in languages from the University of Toulouse. He is fluent in English, French and Dutch.
