Teresa Lu is the managing director of APCO’s Global China Practice based in Washington, D.C. She is a senior advisor to leaders of organizations whose interests intersect China and global markets, with specializations in strategic communication, government relations and sustainability. In addition to leading APCO’s U.S.- and Europe-based Global China team, she is a member of the firm’s Greater China leadership team and its Geo-Commerce group.
Previously, Teresa led Walmart’s government affairs and public policy function for East Asia, based at its headquarters in Bentonville, AR. Before that, she was a senior director of corporate affairs for Walmart in China, where she led a team responsible for central government relations, industrial relations, policy research and advocacy, social responsibility, and sustainability.
Before joining Walmart, Teresa was a senior director with APCO in Beijing, leading its strategy and business development activities in Greater China and corporate advisory work streams across APCO offices in Beijing, Shanghai, and Hong Kong.
Teresa started her career as a civil servant at the Foreign Affairs Office of Hainan Province, where she supported the Hainan Development and Reform Commission as well as the Province’s Commerce Department. Teresa previously held a position as external relations officer for HSBC, where she was responsible for policy advocacy, central government affairs, and partnerships with academia and industry associations. After that, she served as corporate affairs executive at CapitaLand Retail Limited, one of the biggest commercial real estate companies in Asia, where she helped establish its corporate affairs team and supported its retail business market entry.
Teresa holds a bachelor’s degree from the North China University of Technology and a Master of Business Administration degree from the Judge Business School of the University of Cambridge in the UK, with a concentration in environment and energy management.
