Richard Chen is a tech policy and corporate communications advisor with six years of experience in brand strategy, campaigns and message development, policy and market analysis, and stakeholder engagements. As an Associate Director in Trilligent’s Raleigh office and a member of Trilligent’s Web3 practice, Richard has collaborated with clients ranging from startups to Big Tech giants, crafting bespoke communications strategies that set clients apart in competitive markets. He has managed project workstreams across North America and Europe and has published thought pieces on tech policy and market trends.

Prior to joining Trilligent, Richard was a public affairs consultant at APCO’s South office, where he specialized in corporate communications and community outreach for clients in the energy, government, pharmaceuticals, and higher education sectors. His ability to navigate complex regulatory landscapes has honed his skills in managing and resolving intricate issues that many industries face today.

Richard’s background is rooted in law and government. He is licensed to practice law in North Carolina and holds a law degree from the University of North Carolina School of Law at Chapel Hill. He earned his bachelor’s degree in political science from North Carolina State University.
