Mike Gilmour is a trusted advisor to global enterprises and government stakeholders across Southeast Asia, specializing in public affairs, policy advocacy and corporate reputation. As a Project Consultant in APCO’s Singapore office, he works closely with senior client teams to navigate complex regulatory, geopolitical and stakeholder environments across ASEAN, translating fast-moving policy developments into clear, actionable guidance and helping clients protect and advance their interests in some of the region’s most dynamic markets.

Most recently, Mike has co-led regional policy and reputational risk monitoring for a world-leading AI research and deployment company across six Southeast Asian markets, overseeing real-time intelligence gathering, rapid issue escalation and cross-market response coordination on regulatory, cybersecurity and reputational developments. He has supported high-level government engagement and strategic advisory work on AI infrastructure, AI adoption in education, digital policy and public-private partnerships, including direct engagement with senior government stakeholders in Singapore, Malaysia, Indonesia, Thailand and across Southeast Asia. His broader client work at APCO spans multi-market policy intelligence, stakeholder engagement strategy with government and multilateral audiences, and contributions to major regional new business mandates across technology and health care.

Before joining APCO, Mike worked in government affairs in Kuala Lumpur, supporting engagements with senior representatives of the Federal Government of Malaysia on national infrastructure projects. With over a decade of experience in the region, he combines a deep understanding of ASEAN’s diverse political, regulatory and cultural landscape with practical expertise in business-to-government partnerships.

Mike holds a Masters in International Affairs from the Lee Kuan Yew School of Public Policy at the National University of Singapore, where he was awarded a full scholarship by the Li Ka Shing Foundation, and a BSc in International Relations from the London School of Economics and Political Science.
