Maxime Ricard brings to his role strong expertise in tech, data and AI policy, with a focus on regulatory frameworks, public affairs and startup advocacy. Since he started working in EU affairs in 2018, he has developed deep knowledge of EU policymaking, stakeholder engagement, and legislative processes. Maxime translates complex legislative developments into clear, actionable insights and has a strong network within EU institutions and the broader tech policy ecosystem.

Prior to joining APCO, Maxime Ricard worked in various Brussels-based consultancies and trade associations, mostly focusing on EU digital and consumer-related policies. He used to be policy manager at Allied for Startups, senior consultant at Political Intelligence, and membership & policy officer at Ecommerce Europe, among other positions. His expertise ranges from policy analysis and regulatory advocacy to strategic advice and association management.
Maxime holds a Master’s degree in European Public Affairs from Maastricht University (Netherlands) and another Master’s degree in European Politics from the University of Liège (Belgium). He speaks French, English and is currently learning Dutch.
