Project Consultant

Luke Baldwin’s work spans both the public and the private sectors. He specializes in change-making, public affairs and stakeholder engagement in Japan. As a project consultant in APCO’s Tokyo office, he consistently delivers impactful results in strengthening government relations, influencing policy decisions and bringing about social and regulatory change.

Learning to name the world differently is learning to see it differently.

Previously, Luke worked as a coordinator for international relations at a local government in Kumamoto Prefecture. There, he led his town’s internationalization efforts through international PR activities; planning and holding local exchange events, as well as providing various interpreting and translation activities. Both the network and experience from this position enhance his ability to support public-private stakeholder engagement projects.

Originally from the UK, Luke has moved back and forth between the UK and Japan since 2016, before settling in Tokyo in 2023. He holds a bachelor’s degree in Japanese and Spanish from the University of Leeds, including studies abroad at Akita International University (Japan) and Universidad de Granada (Spain). He speaks English, Japanese and Spanish fluently and spends his spare time creating communities for language-learners in Japan.
