Layli Miller-Muro, member of APCO’s International Advisory Council, is the Principal at Miller-Muro Consulting where she works with purpose-driven leaders and organizations to help them operationalize their values and maximize their positive impact in the world.

For over 25 years, Ms. Miller-Muro was a human rights advocate and social impact entrepreneur. In 1997, she founded the Tahirih Justice Center and served as its CEO for 20 years, scaling it to over 100 staff with five offices around the country and over $24M in annual revenue. The organization became the largest organization in the United States providing free legal representation and advocacy on behalf of immigrant women and girls fleeing human rights abuses, helping over 30,000 women and families, and leading the passage of dozens of laws.

In recognition of its sound management and innovative programs, under Ms. Miller-Muro’s leadership, Tahirih won the Washington Post Award for Management Excellence, and its innovative use of pro bono attorneys to quintuple its resources was featured in the Stanford Social Innovation Review. Ms. Miller-Muro was included in Goldman Sachs’s 2012 inaugural list of the Top 100 Most Innovative Entrepreneurs and named by Newsweek Magazine as one of the 150 Most Fearless Women in the World.

She has appeared in numerous news outlets including CNN, Fox News, NPR, PBS, the New York Times, and the Washington Post. She is a frequent lecturer and has given speeches at the United Nations; Women of the World Summit; TEDx; and other venues.

Prior to joining Tahirih, Ms. Miller-Muro was an attorney at the law firm of Arnold & Porter where she practiced international litigation and maintained a substantial pro bono practice. Prior to joining Arnold & Porter, she was an attorney-advisor at the U.S. Department of Justice, Board of Immigration Appeals.

She lives in Virginia with her husband and three children and is an active member of the Bahá’í community.
