Julian
Gray

Julian Gray is an associate consultant at APCO and is based in Brussels. As a specialist in European digital policy and geopolitics, he is a member of the firm’s Technology, Geocommerce and Space & Defence practices. Mr. Gray provides insights and analysis on European telecoms regulation, critical and emerging technologies such as semiconductors and AI, EU-China relations and EU space programmes.

Prior to joining APCO, Mr. Gray worked as a public affairs and communications consultant at another Brussels firm, supporting clients notably in the telecom and cloud sectors. He also previously worked for APCO’s Beijing office and as an intern with Eurasia Group, covering U.S.-China-EU technology competition and government relations for multinationals in China.

Mr. Gray holds a double Master’s degree in European affairs and international politics from Sciences Po Paris and Shanghai’s Fudan University, as well as a Bachelor’s degree in Chinese Studies with Japanese from the University of Oxford. As well as his native English and French, he speaks advanced Mandarin Chinese.
