J. Todd Inman, senior director in the Office of the Executive Chairman at APCO Worldwide, is the former Florida Secretary of Management Services, where he led nearly 1,000 employees and oversaw a $910 million budget that manages over $25 billion in contracts, disbursements and procurements annually. The Department of Management Services’ Business Operations is responsible for managing the primary back-office business operations of state government and is responsible for key construction projects throughout Florida.
Mr. Inman previously served as the chief of staff of the United States Department of Transportation, where he led over 55,000 employees and 20,000 contractors. His experience at the U.S. Department of Transportation included being the director of operations and deputy chief of staff. During his tenure at the department, the agency worked extensively on autonomous vehicle regulation, commercial space rulemaking, and regulatory reform. Additionally, he co-authored the “Return to Normal Operations” plan during COVID-19 for the agency and ensured America’s transportation system continued operation during the pandemic.
As chief of staff, Mr. Inman managed modal leadership from the Federal Aviation Administration (FAA), Federal Highway Administration (FHWA), National Highway Transportation Administration (NHTSA), Federal Railroad Administration (FRA), Pipelines and Hazardous Materials Administration (PHMSA), Federal Transit Administration (FTA), Maritime Administration (MARAD), Federal Motor Carrier Safety Administration (FMCSA), and Saint Lawrence Seaway Administration (SLSDC). He was a coauthor of the department’s “Return to Normal Operations” which addressed the COVID-19 pandemic and allowed for the U.S. transportation system to deliver lifesaving medications and commodities. Additionally, he has extensive knowledge of the regulatory framework for all modes of transportation including commercial space, unmanned aerial systems and autonomous vehicles.
Prior to DOT, Mr. Inman founded or co-founded numerous businesses in financial services and residential services. He was previously a licensed property and casualty insurance agent and was named a member of the “President’s Club” for being one of the top 50 agents out of 17,000 for the largest property and casualty insurer in the nation. He has served as a guest lecturer on how to advocate to Congress from a grassroots perspective.
Mr. Inman has been selected as the chief whip for prior presidential nominating conventions and a caucus team leader along with being a National Republican Senatorial Committee consultant. He has also hosted or coordinated numerous grassroots fly-in events along with in district fundraising events. A native of Kentucky, he has volunteered or worked on numerous campaigns for Senate Minority Leader Mitch McConnell along with extensive experience working on multiple Presidential, Senate, House and state races.
Mr. Inman holds a Bachelor of Science degree in Journalism and Advertising from the University of Mississippi.
