Howard
Kwong

Associate Consultant

Howard Kwong is an associate consultant based at APCO’s Beijing office, and is responsible for policy research, stakeholder engagement and strategic communication. His work covers wide ranges of industries including, healthcare, technology, trade and investment, services to government, tourism and travel.

Mr. Kwong has advised multinationals on public affairs in Greater China including Pfizer, Stryker, Gilead Sciences, Roche Diagnostics, Oculus, Zurich Insurance as well as government agencies Enterprise Florida, Economic Development Department Missouri, Visit Victoria and Hong Kong Monetary Authority.

Mr. Kwong also has experience in providing communications counsel to the Hong Kong Civil Engineering and Development Department, Bloomberg, and the UN Development Program China Office for their South-South cooperation projects. He also worked with the World Health Organization around the Ebola outbreak and global NCDs communication initiatives.

Mr. Kwong graduated with a master’s degree in International Public Management at Sciences Po Paris, concentrating in African Studies and Global Health as well as a bachelor’s degree in Journalism and Communications at Chinese University of Hong Kong. He is bilingual in English and Chinese (Mandarin and Cantonese), with an intermediate level of French.
