Elise Bukowski provides clients with strategic government relations advisory and policy analysis across a wide spectrum of sectors, from fintech to retail. With a particular focus on U.S.-China relations, Elise leverages her cross-border expertise to help clients navigate complex regulatory environments and emerging policy trends. She currently serves as an Associate Consultant based in APCO’s Beijing office.
Prior to joining APCO, Elise advised multinational clients on corporate diplomacy and geopolitical affairs at Albright Stonebridge Group in Washington, D.C., where she honed her skills in global risk assessment and stakeholder engagement. She also brings experience from the Carnegie-Tsinghua Center for Global Policy, a Beijing-based think tank, where she conducted in-depth analysis of Chinese foreign policy and its implications for international business.
Elise holds a master’s degree in Chinese studies with a focus on economics from the Yenching Academy at Peking University and a bachelor’s degree in information technology from the University of Massachusetts Amherst. A native English speaker and proficient in Mandarin, Elise is committed to helping clients build resilient strategies in today’s dynamic U.S.-China policy landscape.
