Crystal Barney is Strategic Talent Initiatives Lead. Her unique expertise is centered at the intersections of talent management, employee engagement, change management, culture, leadership development and workforce planning. Crystal is based in Washington and works in partnership with the global talent team, business units and corporate operations teams, developing end-to-end agile, cross-functional talent solutions for the global APCO network. Drawing on her change management and project execution experience, Crystal designs and implements global talent programs that empower employees and prepares APCO for the challenges ahead.

Crystal has specialized in succession planning, talent + leadership development, change management, and employee engagement. Previously, as vice president, head of Global Talent Management at T. Rowe Price, she oversaw the design, development and implementation of new and improved global talent programs for 7,000+ associates leading integrated HR teams in EMEA and APAC, including performance, career & succession management, DEI (underrepresented and women), mentorship and workforce planning were implemented.

Crystal is committed to providing insightful perspectives that address complex challenges and provide value to all. Ensuring her recommendations are grounded in solid data and research, she is dedicated to people and APCO, and how the best of both can make a real difference. Her awards and recognitions are grounded in living the values in practice, integrity and continuous improvement, and helping the organization further its diversity and inclusion efforts. She holds Bachelors and Master’s degrees in Public Administration from George Mason University. She has continued her education with certifications: SPHR, SHRM-SCP, DISC, and a Change Management Advanced Practitioner Certification from Georgetown University.
