Carlota Rabena is an Associate Consultant based in APCO’s Brussels office. She is part of the firm’s Sustainability and Industry team, where she advises clients on EU policy developments related to the circular economy, transport, and energy. Her work focuses on developing regulatory and advocacy strategies across a range of sustainability topics, including sustainable consumer products, textile legislation, decarbonization, and issues such as tourism and nature conservation.
In addition, Carlota contributes to APCO’s Global Solutions Practice, where she supports clients in navigating complex political, geopolitical, and trade dynamics.
Before joining APCO, she gained experience at the Spanish Ministry of Foreign Affairs, Marca España (Spain’s country brand), and the Balearic Chamber of Commerce, where she supported initiatives related to international relations and economic promotion.
A Spanish native, Carlota holds a degree from The George Washington University.
