Amir is a Director, Financial Services Public Affairs in APCO’s Dubai office. He is an attorney, qualified in New York, with fintech and digital payments expertise from a regulatory and compliance perspective.
Amir was previously a senior counsel at Mastercard, working on regulatory advice and guidance, both internally to the organisation, and externally with clients. He provides clients with strategic advice and guidance on regulatory and compliance matters in terms of expansion, licensing, ongoing compliance, stakeholder mapping and relationship management with the public and private sector. He has helped introduce fintechs seeking to expand their operations in EMEA to strategic partners in the public and private sector (central banks and operational partners such as banks, key market players, etc). He proactively engages with regulators on behalf of clients, seeks the optimal licensing path, interprets existing and draft regulations applicable to clients and advises them on ongoing compliance obligations in markets of operation.
He has helped fintechs, card schemes and payment systems build expansion strategies across Africa and the Middle East.
