Joe Phelan

Joe Phelan is senior advisor to APCO Worldwide’s Global Solutions practice, working across the firm’s international network.

Prior to joining APCO, Mr. Phelan co-founded, and later headed, the geopolitical team of the world’s largest PR agency network and more recently acted at special advisor to the Secretary General of The Commonwealth of Nations, working closely with governments from across that organization’s 53 members.

Throughout his career, Mr. Phelan has advised many high profile organizations and individuals on their business and communications issues from political, media or public policy angles.

Mr. Phelan maintains a particular interest in the power of cultural diplomacy and sits on the board of a number of not-for profit organizations including The Photographers Gallery and Conservative Arts and Creative Industries Forum.

Mr. Phelan started his career as a journalist.
