Thomas da Silva Rosa expertly navigates the complex intersections of public affairs, policy, and sustainability for clients in the Energy & Mobility practice. His journey in the field began with roles in government relations and public affairs, focusing on sustainability and environmental policy. This path led him from an EU policy advisor position at the Dutch retail trade association to consulting roles at Brussels-based firms. He now serves as a senior consultant at APCO’s Brussels office.

In navigating the complex terrains of policy and sustainability, our aim is not just to advise but to forge paths toward meaningful progress. Each client’s challenge is a new opportunity to drive change, blending innovative strategies with grounded insights for a sustainable future.

His approach combines a deep understanding of policy frameworks with strategic insights, positioning him as a valuable asset to APCO and its clients. Through his work, Thomas demonstrates a commitment to advancing sustainable practices and policies, leveraging his expertise to foster positive change and guide clients through the evolving sustainability landscape.

Thomas’s educational foundation is as diverse as his professional experience, holding a bachelor’s degree in languages from the University of Toulouse and a master’s in European policy and public affairs from Sciences Po Strasbourg, with additional studies in Cologne. His language skills, including fluency in French, English, Dutch, and intermediate German, enable him to engage effectively in multilingual environments and across cultural divides.
