Gordon Mackay is a senior director at APCO Worldwide, specializing in UN and multilateral affairs. Based in London, he brings over two decades of policy experience from both government and the private sector, garnered through various roles at international consultancies, in government and the United Nations.

At APCO, Gordon works at the intersection of tech policy, sustainability and multilateral organisations providing strategic multilateral policy advisory support to major tech industry firms. His expertise spans a wide range of policy areas, including AI, internet governance, the digital economy, cybercrime, and human rights.

Before joining APCO, Gordon served as the co-practice lead of Global Government Advisory at Access Partnership, where he helmed a cross-functional team catering to government and state entities primarily in the EMEA and APEC regions. His political network is underscored by his tenure as the Secretary General of Liberal International, the global federation of liberal political parties, where he worked closely with heads of state and government in Europe, Africa, and Asia. He maintains regular engagement with the worldwide network of liberal members of parliament. A former UN staffer, Gordon was stationed in New York from 2011 to 2014. Following this, he transitioned into a role as a Member of Parliament in South Africa, concurrently serving as the Shadow Minister for Energy.

Gordon holds an MA in International Relations from the University of London.
