Shay “Shako” David is a director with APCO Worldwide’s Tel Aviv public affairs team. He is a seasoned expert in Israeli politics, Knesset legislation, parliamentary committee practices, local government, and economic regulation in Israel.
Prior to joining APCO, Mr. David served as a senior adviser to the Chair of the Knesset Economic Affairs Committee from in 2015 to 2018 and was the senior adviser to the Chair of the Parliamentary Committee of Inquiry into the Financial System’s Conduct in Credit Agreements with Large Business Borrowers in 2017. He previously served as a member of the Economic Advisory Team to the Head of the Israeli Opposition, responsible for governance and public policy issues. He also served as political adviser to several politicians.
During his years in the Knesset, Mr. David oversaw major economic legislation and regulation processes in a variety of sectors, such as: a comprehensive reform in the automotive industry, regulatory reform of the telecommunication infrastructures market, regulatory reform of the fishing industry, reform of public broadcasting and the consulting process of the natural gas regulatory framework.
Mr. David has a BA in Government with specialty in Diplomacy and Strategy and an MA in Public Policy, both at the Lauder School of Government at the Interdisciplinary Center, Herzliya. From 2010 to 2014, he served as the head of the local government reform project at the Lauder School of Government at the Interdisciplinary Center, Herzliya, and as the project manager at the Institute of Local Government at Tel Aviv University.
