Associate Consultant

Charlene Liu is an associate consultant at APCO and is based in Beijing. She specializes in the technology sector and is a member of the firm’s Government Affairs team. At APCO, Ms. Liu is currently working on providing policy analysis, stakeholder engagement strategy and executive briefing materials to clients, primarily in the technology sector.

Prior to joining APCO, Ms. Liu worked as a macroeconomic policy researcher and project manager of international communications and partnerships at the Shenzhen Innovation and Development Institute. Previously, she provided policy analysis to corporates and NGOs as an offsite geopolitics analyst at China Policy.

Ms.Liu holds a bachelor’s degree in political science, French and Francophone studies from Bryn Mawr College, and a master’s degree in international relations from the University of Chicago. She is fluent in Mandarin Chinese and English, with working proficiency in French.

Ms.Liu is the co-translator of two upcoming books, “Past Imperfect” by Tony Just and “Family Politics” by Paul Ginsborg.
