Domestic Policy Expert Tevi Troy Joins APCO International Advisory Council
Washington, D.C. (May 7, 2009) – Dr. Tevi D. Troy, former deputy secretary of the U.S. Department of Health and Human Services (HHS), joins APCO Worldwide’s International Advisory Council (IAC), President and CEO Margery Kraus announced today.
“Throughout his career, Dr. Troy has served as a respected adviser on a number of significant domestic issues, including health care, labor, education and transportation,” said Kraus. “These issues continue to be at the forefront of the U.S. government’s domestic policy agenda and are of tremendous importance to APCO’s clients around the world. I know Dr. Troy’s substantive and relevant policy experience will be a valuable resource for our firm.”
As deputy secretary at HHS, Troy was chief operating officer of the largest civilian department in the U.S. federal government, overseeing all operations, including Medicare, Medicaid, public health, medical research, food and drug safety, welfare, child and family services, disease prevention and mental health services. He served as the regulatory policy officer for HHS, managing the development and approval of all department regulations. Troy also led HHS initiatives to implement the President’s Management Agenda, combat bio-terrorism and improve public health emergency preparedness. He sponsored a series of conferences aimed at improving HHS’s role with respect to innovation in the pharmaceutical, biomedical and medical service industries.
Troy previously served in multiple high-level positions that culminated in his service as deputy assistant and acting assistant to the president for domestic policy. He also served as deputy assistant secretary for policy at the Department of Labor and was the department’s lead regulatory strategist where he crafted a new ergonomics policy and plans for a compliance assistance strategy for the department’s regulatory and enforcement arms.
Troy was policy director to former Senator John Ashcroft (R-Mo.) and senior domestic policy advisor and domestic policy director for the House Policy Committee, chaired by former Rep. Christopher Cox (R-Calif.).

Troy joins a dynamic group of experts on the IAC, including Stuart Eizenstat, former deputy secretary of the U.S. Department of the Treasury; Craig Fuller, former assistant for cabinet affairs to President Ronald Reagan and former chief of staff to Vice President George H.W. Bush; Kenneth Thorpe, former deputy assistant secretary at HHS; and Wayne Pines, former associate commissioner of the U.S. Food and Drug Administration and president of the Alliance for a Stronger FDA.
Troy was a Herman Kahn Fellow at the Hudson Institute in Indianapolis and a researcher at the American Enterprise Institute in Washington, D.C. He is currently a visiting senior fellow at the Hudson Institute.
