Raisa Sheynberg


Raisa Sheynberg, is a director in APCO Worldwide’s Washington, D.C. based public affairs practice. Ms. Sheynberg spent nearly a decade in the federal government, first in the office of Terrorism and Financial Intelligence at the Treasury Department and then at the National Security Council at the White House as the director for International Trade and Investment.

Ms. Sheynberg’s policy experience spans economic and national security matters, including on illicit finance and sanctions, international trade, data privacy and market access issues. She helped develop and advance policy initiatives such as the sanctions program on Russia, the Trans-Pacific Partnership trade agreement and international engagement around norms of conduct in cyberspace and cybersecurity. Ms. Sheynberg also worked to build strategic partnerships on behalf of the U.S. government, including with Saudi Arabia, Qatar and the UAE, as well as the Russian government on illicit finance issues, the Mexican government on a range of labor, environmental, financial sector and trade issues and represented the United States in international negotiations. She was responsible for coordinating President Obama’s participation in the Asia Pacific Economic Cooperation (APEC) forum Leaders' Summit in Peru, his last international trip.  

Ms. Sheynberg is a graduate of Lafayette College and the Georgetown University School of Foreign Service. She speaks Russian fluently and has studied and lived in Russia and Egypt.
