Kelsey Harclerode is a consultant in APCO’s Washington-based public affairs practice. She is a lawyer with substantial experience in data privacy, security, and technology related matters.

Before joining APCO, Ms. Harclerode worked as a legal fellow at ZwillGen PLLC. At ZwillGen, she counseled technology companies in civil litigation and regulatory compliance. In addition to representing companies in privacy class actions, she helped her clients integrate privacy-by-design concepts in emerging technologies and respond to law enforcement requests for user data. Prior to joining ZwillGen, Ms. Harclerode worked at the Electronic Frontier Foundation and the University of Florida Levin College of Law’s Center for Governmental Responsibility, where she conducted research and wrote about domestic surveillance and data security.

Ms. Harclerode holds bachelor’s degrees in Political Science and Women’s Studies from the University of Florida and a juris doctor degree from the University of Florida Levin College of Law.
