Dr. Tevi D. Troy is president of the American Health Policy Institute and former deputy secretary of the U.S. Department of Health and Human Services (HHS). As deputy secretary, Dr. Troy was the chief operating officer of the largest civilian department in the U.S. federal government, overseeing all operations, including Medicare, Medicaid, public health, medical research, food and drug safety, welfare, child and family services, disease prevention and mental health services. He also served as the regulatory policy officer for HHS, managing the development and approval of all department regulations. In addition, Dr. Troy led HHS initiatives to implement the President’s Management Agenda, combat bio-terrorism and improve public health emergency preparedness. He also sponsored a series of conferences aimed at improving HHS’s role with respect to innovation in the pharmaceutical, biomedical and medical service industries.
Prior to his role as deputy secretary, Dr. Troy served in multiple high-level positions that culminated in his service as deputy assistant and acting assistant to the president for domestic policy. He ran the Domestic Policy Council and was the White House’s lead adviser on health care, labor, education, transportation, immigration, crime, veterans and welfare. At the White House, Dr. Troy specialized in crisis management; creating intra-governmental consensus; and all aspects of policy development, including strategy, outreach and coalition building. Dr. Troy spearheaded the White House’s American Competitiveness Initiative, featured in the 2007 State of the Union Address.
Dr. Troy also served as the deputy assistant secretary for policy at the Department of Labor and was the department’s lead regulatory strategist. At the department, Dr. Troy crafted a new ergonomics policy and plans for a compliance assistance strategy for the department’s regulatory and enforcement arms.
Earlier in his career, Dr. Troy served as policy director to Senator John Ashcroft and as senior domestic policy advisor and domestic policy director for the House Policy Committee, chaired by Christopher Cox.
The author of numerous articles and the book What Jefferson Read, Ike Watched, and Obama Tweeted: 200 Years of Popular Culture in the White House, Dr. Troy was a Herman Kahn Fellow at the Hudson Institute in Indianapolis and a researcher at the American Enterprise Institute in Washington, D.C. He is currently a senior fellow at the Hudson Institute and a regular contributor to National Review Online.
Dr. Troy has a B.S. in industrial and labor relations from Cornell University and an M.A. and Ph.D. in American civilization from the University of Texas at Austin.
